A lot of agents write every offer on an as-is contract with right to inspect, knowing that the buyers are not going to accept the property as-is. They feel it makes the offer appear stronger. There is nothing illegal or unethethical with this practice however it may sometimes put the seller on the defensive when after inspections the buyer asks for a new A/C. After viewing the property, you can usually tell if it is going to need some repairs. In this scenario it may be better to present the offer on a regular contract and negotiate from the beginning what the seller may be willing to put out on repairs. There are some required repairs if the buyer is going FHA or VA. Just a hint to keep in mind.
